2027 YSEALI ScamShield Regional Workshop

Opportunity Overview

The U.S. Mission to ASEAN and U.S. Embassy Phnom Penh are accepting applications to develop, organize, and oversee the 2027 YSEALI ScamShield Regional Workshop in Cambodia. This workshop will build on the success of the YSEALI CyberSafe workshop in January 2026, focusing on countering online scams and teaching young leaders to detect, disrupt, and dismantle criminal financial networks. The workshop will bring together approximately 60 YSEALI exchange alumni and up to 11 YSEALI CyberSafe alumni mentors from all 11 ASEAN countries for four days of expert panel discussions, site visits, and workshops. The goal of the workshop is to equip participants with the skills and network needed to work together across borders to counter criminal scam groups, disrupt illicit financial flows, and help protect the people of Southeast Asia and America. The workshop will cover topics such as how criminal scam groups use illicit financial flows to victimize Americans and Southeast Asians, and will provide participants with the knowledge and tools needed to design action plans for detecting, disrupting, and dismantling the financial flows of scam groups in Southeast Asia.

StartUP Lab: U.S.-Albania Economic Leadership & Innovation Exchange

The U.S.-Albania Economic Leadership & Innovation Exchange, also known as StartUP Lab, is a 12-month program that aims to strengthen U.S.-Albania economic ties by transforming American Corners in Albania into entrepreneurship hubs. The program will equip Albanian entrepreneurs with American business expertise, standards, and commercial networks, opening Albanian markets to U.S. goods, services, and partnerships. Each American Corner will serve as a city-based incubator hub for 20-25 entrepreneurs ages 18-40 who have concrete startup ideas ready for development. The program's goal is to create a commercial network that favors American partnerships and reinforces the credibility of the United States as a reliable partner. The program will include a full 12-month curriculum, direct mentorship from U.S. companies and experts, and a National StartUP Challenge that rewards the most promising ideas with seed funding. The program has three main objectives: to position American Corners as hubs for U.S. innovation and entrepreneurship, to strengthen U.S.-Albania economic ties and market access, and to launch at least six market-ready National StartUP Challenge finalists. CyberNext: Advance Cybersecurity and AI Readiness
