Opportunity Overview
The World Health Organization (WHO) is seeking an International Consultant to strengthen national capacity for noncommunicable disease (NCD) surveillance in Pacific Island Countries and Areas (PICs). This consultancy will focus on supporting the planning, implementation, analysis, and reporting of WHO STEPwise approach to NCD risk factor surveillance (STEPS) surveys and the Pacific Childhood Obesity Surveillance Initiative (P-COSI). The consultant will work remotely, with possible travel to Pacific Island Countries and Areas to support STEPS and P-COSI implementation activities. The WHO is a specialized agency of the United Nations responsible for international public health. It has 194 member states and is headquartered in Geneva, Switzerland. The organization has a long history of working to improve global health, and its mission is to promote health, keep the world safe, and serve the vulnerable. The WHO has a strong presence in the Pacific Island Countries and Areas, where it works to support national health systems and address key health challenges, including noncommunicable diseases. Working in Pacific Island Countries and Areas can be challenging due to the region's unique cultural, economic, and environmental context. Responsibilities
- Strengthen planning, implementation, and monitoring of STEPS surveys in selected PICs
- Develop and finalize implementation plans, including sampling design, questionnaires, and costing, for at least three countries
- Conduct at least one in-country training on STEPS protocols, data collection, and quality assurance
- Compile required field data and prepare datasets for cleaning and analysis in at least one country
- Clean, validate, weight, and analyze datasets, including trend analysis where applicable, for at least two countries
- Prepare draft tabulations, summary tables, preliminary analytical findings, and draft survey reports where applicable
- Develop at least two progress reports summarizing implementation status, key issues, and actions
- Develop and finalize implementation plans, including questionnaires and costing, for at least two countries for P-COSI
- Conduct at least one training (online or in-country) on P-COSI protocols, data collection, and data management
- Clean, validate, and analyze datasets for participating countries for P-COSI
- Prepare preliminary analytical outputs and inputs for regional comparison where applicable
- Coordinate and document discussions with regional partners on data storage and management approaches
- Develop a report on identifying policy gaps, proposed context-specific interventions, stakeholder engagement approaches, and a draft monitoring and evaluation framework for at least one country
- Compile and submit completed survey responses for at least 14 Member States for the WHO Country Capacity Survey 2026
Benefits
- Remuneration: estimated to be in the range of USD350 to USD499 per day (Band B), subject to qualifications and experience
- Travel costs excluded from remuneration, but may be reimbursed according to WHO travel policies
Requirements & Qualifications
- University degree in biostatistics, epidemiology, public health, health sciences, or a related field
- At least five years of professional experience in public health, epidemiology, disease surveillance, or NCD prevention and control
- Experience supporting the planning, implementation, analysis, and reporting of population-based health surveys
- Experience designing and implementing multi-country surveys
- Knowledge of NCD risk factor surveillance, including tobacco use, alcohol consumption, unhealthy diets, and physical inactivity
- Knowledge of epidemiology and statistical methods used for population-based surveys
- Ability to analyze and interpret surveillance data and develop technical reports and analytical outputs
- Fluency in the English language
- Advanced university degree (master’s) and/or training in noncommunicable diseases (NCDs), surveillance, epidemiology, biostatistics, or related public health disciplines (desirable)
- Experience supporting WHO STEPS surveys (desirable)
- Experience supporting childhood obesity or school-based surveillance initiatives such as P-COSI (desirable)
- Intermediate or higher knowledge of French (desirable)
