Opportunity Overview
This is a fixed-term, full-time Radio & Spectrum Manager position in Brazil. The role involves managing spectrum services and working closely with ANATEL to identify and plan frequencies for tournaments and events. The position requires a university degree in Telecommunications, Radio Communications, Spectrum management, or a related field. The job involves coordinating with diverse teams, managing vendor relationships, and leading large-scale complex projects. The ideal candidate has experience in the sports or major event industry, with strong project management and organizational skills. The position is based in Brazil, with a requirement to travel within the country and potentially relocate to Rio de Janeiro.
Responsibilities
- Identify the Spectrum service needs and manage collection of the Spectrum requests from all Stakeholders
- Work closely with ANATEL to identify and plan all frequencies to be reserved or used by all the client groups during the Tournaments/Events
- Manage spectrum governance with the key partners, the main stakeholders, and with ANATEL
- Coordinate the implementation of the frequency plan for all these services requiring temporary frequency allocation
- Develop with ANATEL a spectrum control process to ensure spectrum is managed during operations
- Plan and coordinate the implementation of the Test & Tag and Incident Management processes
- Ensure services are delivered at agreed service levels in line with Tournaments/Events operational support model
- Lead the Request for Purchase process to procure any necessary devices and operational services

Requirements & Qualifications
- University degree or similar higher education, in Telecommunications, Radio Communications, Spectrum management or related field
- Experience with Radio and Spectrum Services
- Experience coordinating with diverse teams and managing vendor relationships
- Strong project management and organizational skills
- Detail-oriented and process-driven with the ability to manage competing priorities
- Effective communicator with strong interpersonal skills
- Prior experience in the Sports / major event industry is highly preferred
- Manager with experience in similar projects
- Good knowledge of TETRA systems, PoC (Push to Talk over Cellular), Fleet Map planning and Spectrum management
- Strong Project Management skills, with experience in leading large scale complex projects
- Ability to always maintain a professional demeanour
- Excellent cross group collaboration skills and demonstrated ability to lead virtual teams across groups, conflict management and driving consensus to deliver on program milestones
- Good Leadership skills and able to manage and motivate other team members
- Highly adept at consulting, negotiating, communicating, consensus building and facilitation
- Excellent verbal and written communication, training, and presentation skills
- Ability to adapt speech to audience coming from a broad spectrum of disciplines and with various levels of technical knowledge
- Leadership and accountability across all areas of relevance
- Strong political acumen and adaptable to a wide range of working environments
- Fluent in English
- Native or Fluent in Portuguese
- Proficiency in any other FIFA language (FR / ES / GER) is an asset
- Willing to travel within Brazil (up to 30%), with some trips with a long duration (15 days or more)
- Ability to re-locate to Rio de Janeiro
