Opportunity Overview
This is a fixed-term, full-time job as a Vehicle Access and Parking Permit (VAPP) Manager in Brazil. The role is part of the Tournament and Venue Operations department and involves managing the development and implementation of vehicle access and parking permits for the FWWC2027 and other events. The job requires strong analytical skills, experience managing service providers, and the ability to work in a fast-paced environment. The VAPP Manager will act as a liaison between different departments and stakeholders, including the Transport FA and FIFA27 departments. They will also be responsible for leading the procurement and contract implementation of service providers, managing the VAPP system, and ensuring compliance with contractual requirements. The ideal candidate will have experience managing operational databases, permit or accreditation systems, and developing operational procedures and policies. They will also need to be fluent in English and Portuguese, have the right to work in Brazil, and be able to relocate to Rio de Janeiro.
Responsibilities
- Act as the primary liaison between the Transport FA and FIFA27 departments for all VAPP related planning and operational matters
- Develop and implement the Host Cities Vehicles Access and/or Parking Permits (VAPPs) and venue/stadium transport access operational plans
- Deliver the FWWC2027 VAPP scheme considering all factors surrounding the guests and Workforce’s journey
- Lead the procurement, contract implementation, and performance management of the service provider(s) responsible for the production, printing, packaging, and distribution of all VAPPs
- Manage the VAPP system and supporting tools and systems
- Engage with all stakeholders effectively and collect requirements, update and maintain VAPPs database
- Assist with the distribution of VAPPs to all guest groups in coordination with guest group owners
- Create and maintain comprehensive processes to obtain necessary documents from all functional areas/departments to facilitate the permit application
- Work closely with key partners and service providers to monitor and ensure VAPPs activities are being executed in alignment with the contractual requirements
- Develop FWWC2027 VAPP Guide(s), policies, and related procedures
- Prepare and submit forms/applications and letters to various departments/functional areas having jurisdiction over required permits and/or approvals
- Manage the onsite VAPP helpdesk for all incoming enquiries during operational period

Requirements & Qualifications
- Experience managing service providers, including procurement support, contract administration, supplier performance management, and service level monitoring
- Experience coordinating cross-functional teams and engaging with public authorities, venue operators, suppliers, and internal stakeholders
- Experience managing operational databases, permit or accreditation systems, or other information management platforms is highly desirable
- Experience developing operational procedures, policies, user guides, and standard operating procedures (SOPs)
- Experience working in an international, multicultural, and fast-paced environment is desirable
- Previous experience in large events would be an advantage, but is not mandatory
- Advanced proficiency in Microsoft Excel, including data validation, pivot tables, advanced formulas, and large database management
- Strong ability to work with operational systems, online platforms, databases, and reporting tools
- Strong analytical skills, with the ability to identify inconsistencies, gaps, duplications, and risks in data and operational records
- Ability to produce clear reports, trackers, dashboards, and status updates for management and stakeholders
- Strong attention to detail, especially when dealing with permits, vehicle data, stakeholder requests, and controlled documents
- Ability to translate operational requirements into system requirements, user guides, and practical procedures
- Ability to work under pressure to immoveable deadlines
- Right to work in Brazil
- Fluent in English (spoken and written)
- Fluent in Portuguese (spoken and written)
- Ability to re-locate to Rio de Janeiro
