The International Monetary Fund (IMF) is hiring a Regional Advisor for Tax Policy to work at the IMF Southeast Europe Regional Technical Assistance Center (SEETAC) in Rome, Italy. This role supports the implementation of the IMF's regional capacity development program in tax policy, working closely with the Fiscal Affairs Department (FAD) and SEETAC member countries. The advisor will deliver capacity development to SEETAC member countries, including Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, and Serbia. The initial appointment is for one year, with the possibility of extension for up to three years. The Regional Advisor will work under the general supervision of the SEETAC Director and the technical direction of FAD headquarters. The position requires frequent travel within the SEETAC region and regular interaction with senior officials in ministries of finance and other relevant institutions. The advisor will collaborate closely with IMF staff, other SEETAC advisors, experts, and development partners to ensure effective and coordinated delivery of capacity development. The IMF's tax policy work focuses on improving tax policy design, strengthening tax policy monitoring and evaluation, and supporting country reforms. The Regional Advisor will play a key role in advancing these efforts, working with SEETAC member countries to assess their capacity development needs and deliver targeted support.

Responsibilities

  • Establish and maintain strong relationships with ministries of finance in SEETAC member countries to assess capacity development needs and ensure effective delivery of support.
  • Develop, manage, and implement country-specific and regional capacity development work programs aligned with SEETAC priorities and country reform agendas.
  • Lead the design and delivery of technical assistance on core tax policy areas, including direct and indirect taxes, tax expenditure analysis, and quantitative analysis.
  • Provide direct capacity development support to member countries, while also supporting and contributing to FAD-led initiatives and analytical work programs in the region.
  • Organize and deliver regional training activities, including workshops and seminars, in collaboration with other partners.
  • Manage, guide, and provide technical and logistical support to short-term experts, ensuring consistency and quality of outputs.
  • Coordinate capacity development activities with IMF departments, donors, and other development partners, ensuring complementarity, avoiding duplication, and promoting effective collaboration in support of country reforms.
  • Monitor implementation and assess the impact of capacity development activities, including through documentation and reporting in IMF systems, and contribute to results-based management processes.
  • Prepare regular progress reports and contribute to reporting for SEETAC management and the Steering Committee, as well as to outreach and knowledge dissemination activities that promote SEETAC's work.

Requirements & Qualifications

  • Extensive experience in tax policy formulation and analysis at a ministry of finance, international organization, or comparable institution, including advisory work on the design of tax systems and revenue measures.
  • Strong command of public finance economics and the structure of direct and indirect tax instruments, with the capacity to assess policy options against efficiency, equity, and revenue objectives across varied country contexts.
  • Demonstrated experience in the preparation and implementation of tax policy reforms, including revenue impact assessment, quantitative modeling and estimation, and the translation of policy proposals into legislative form.
  • At least 10 years of relevant professional experience, including experience in delivering or managing capacity development in an international context.
  • Demonstrated ability to design, manage, and implement complex, multi-country work programs, and to coordinate effectively across stakeholders.
  • Strong interpersonal and communication skills, with the ability to engage effectively with senior officials, build trusted relationships, and deliver high-quality training and advice.
  • An advanced university degree in economics, public finance, tax law, or a related field.
  • Experience working with international organizations and familiarity with fiscal reforms in SEETAC member countries would be an asset.
