The International Monetary Fund (IMF) is hiring a Senior Finance Officer to work in its Concessional Financing Division. The division plays a key role in supporting low-income countries and manages funding for the Poverty Reduction and Growth Trust, the Resilience and Sustainability Trust, and the IMF's debt relief Trusts. The successful candidate will work closely with internal and external counterparts to mobilize resources and develop policies for concessional financing and debt relief. The role involves collaborating with other departments, including the Strategy, Policy, and Review Department and the Legal Department, to review country papers and develop the IMF's policies and facilities for low-income countries. The Senior Finance Officer will participate in operational work to mobilize resources for concessional lending and debt relief operations, and prepare Board documents on these issues. The role also involves analytical research, including analyzing the catalytic role of the IMF's concessional financing and the indebtedness of low-income countries to the IMF. The IMF's Concessional Financing Division works closely with member countries, Executive Directors, and other stakeholders to provide timely international support to affected countries. Responsibilities
- Contributes to implementing FINCF's strategy for fundraising for concessional resources
- Develops plans and tools for monitoring and maintaining records for various types of contributions and agreements with member countries
- Liaises with Executive Director offices and the Legal Department
- Drafts new contribution agreements and associated Board documents
- Contributes to the review of country and policy Board documents on concessional lending and debt relief operations
- Prepares periodic Board papers, reports, tables, and briefs on the Fund's concessional and debt relief operations
- Contributes to the preparation of analytical notes on topics of relevance to the division
- Prepares complex analyses and models to assess financing needs and availability of resources for the Fund's concessional lending to low-income countries and debt relief
- Contributes to the design of procedures and internal controls to mitigate operational risk and streamline work practices
- Attends meetings and responds to queries from Executive Director offices, country authorities, and other Fund departments and external counterparts
- Leads and manages concessional fundraising initiatives and projects at the higher grade level
- Coaches and provides guidance to junior team members

Requirements & Qualifications
- Advanced degree in business administration, accounting, finance, economics, or a related field
- Professional finance certification, such as CPA, CA, or CFA
- Minimum of 8 years of relevant work experience
- Alternatively, a minimum of 2 years of experience in a related position at Grade A12 or equivalent
- Familiarity with the Fund's policies and procedures on concessional financing and debt relief to low-income countries
- Experience with other IMF fundraising initiatives, including for capacity development
- Strong analytical, communication, technical, and writing skills
- Sound judgement and ability to handle multiple issues simultaneously under tight deadlines
- Strong desire to build collaborative relationships with colleagues across the Fund
