Opportunity Overview
The Norwegian Olympic and Paralympic Committee and Confederation of Sports (NIF) is seeking an external evaluator to assess the Regional Refugee Sport for Development Programme in Southern Africa. The programme aims to promote girls' participation, gender equality, and social cohesion among refugee communities through structured sports activities. The evaluation will assess the programme's relevance, effectiveness, and sustainability, providing recommendations for future design and implementation. This opportunity is designed for experienced evaluators with expertise in social sciences, statistics, and programme development, who can conduct a thorough and independent assessment of the programme's impact.
Benefits & Financial Aid
- Budget: Approximately USD 15,000–25,000, inclusive of all expected costs
- Contract duration: Approximately 12-13 weeks
- Location: Remote, with field engagement in three refugee camps in Zambia, Malawi, and Zimbabwe
Eligibility Criteria
- Team leader: Post-graduate degree in statistics, sociology, or related social science fields, with a minimum of 5 years of experience in managing evaluations and large data collections
- Team members: Profound knowledge and experience of conducting large-scale evaluations, with at least one member having expertise in sample selection, structured survey use, data processing, and data analysis
- Language: Fluency in English
- Experience: Previous experience with providing similar consultancy services for donors, NGOs, international research institutes/universities, or UN organizations
- Qualifications: Documented understanding of rights-based approach and gender equality, programme development, and previous experience in delivering quality results within strict deadlines

- Technical proposal: Up to 10-15 pages, including a proposed methodology, evaluation design, work plan, team composition, and quality assurance procedures
- Financial proposal: Detailed budget in USD, breakdown of professional fees and reimbursable costs, and a clear statement of assumptions
- CVs: Of the evaluator(s), including examples of relevant previous work and contact details for references
- Documentation: Relevant previous projects, presentations, and references
