Opportunity Overview
The World Food Programme is hiring a Program Officer for the Food Security and Nutrition Cluster in Bogotá, Colombia. This position is part of the Research, Assessment and Monitoring unit and has a contract duration of six months, which can be extended. The role is classified as SC8 level. The Food Security and Nutrition Cluster in Colombia is co-led by WFP, Unicef, and FAO, and has 13 non-governmental organizations and three United Nations agencies as members. The cluster was created in response to the emergency situation in 2010-2011 and has been active in supporting humanitarian responses to crises in the country. The Program Officer will contribute to ensuring timely, coherent, and effective food security and nutrition interventions in response to humanitarian crises, in complement to government actions. The Program Officer will work impartially with all cluster members and represent the group as a whole, in close collaboration with the cluster co-leads, the Resident Coordinator/Humanitarian Coordinator's office, and humanitarian structures in Colombia. The officer will lead the process of planning the transition of the Food Security and Nutrition Cluster, in line with OCHA guidelines, and ensure an evidence-based approach, analysis of national capacities, risk management, and consultation with key stakeholders.
Responsibilities
- Lead the strategic analysis process of the Food Security and Nutrition Cluster to define transition scenarios, in line with OCHA guidelines
- Coordinate the development of a transition plan, including critical functions, transfer mechanisms, timeline, and responsibilities
- Identify and analyze national and subnational capacities for the potential assumption of sectoral coordination functions
- Facilitate structured dialogue processes with government entities and key stakeholders to promote progressive ownership of functions
- Ensure alignment of the transition process with the Humanitarian Country Team, Inter-Cluster, and Global Food Security Cluster
- Identify, monitor, and manage risks associated with the transition
- Integrate the transition approach into programmatic cycles
- Document lessons learned from the process
- Support inter-agency processes related to prioritization and articulation of response in the framework of humanitarian financing mechanisms
- Participate in consultation processes for defining priorities and selecting actors

Requirements & Qualifications
- Bachelor's degree required
