The World Food Programme is hiring an Economic Empowerment Officer to work in Baghdad, Iraq, on a 6-month Service Contract with the possibility of extension. This role is part of the Social Protection unit and will focus on implementing an Economic Empowerment Pathways pilot targeting Social Safety Net beneficiaries. The pilot aims to provide a proof of concept for a Government-led, national Economic Empowerment Pathways program. The Economic Empowerment Officer will work under the guidance of the Head of Social Protection and with the support of an Economic Empowerment Technical Advisor. The World Food Programme is a Nobel Peace Prize Laureate and offers a highly inclusive, diverse, and multicultural working environment. The Economic Empowerment Officer will provide strategic, technical, and operational leadership for the implementation, coordination, government capacity strengthening, and learning agenda of the Economic Empowerment Pathways pilot. This includes working with government institutions, sectoral partners, and stakeholders to ensure alignment, coordination, and smooth implementation of pilot activities. The officer will also engage with Changing Lives Transformation Fund and C4ED counterparts to ensure alignment with research and learning activities. The pilot has three main objectives: government capacity strengthening, improving household livelihoods and employment opportunities, and generating evidence for government-led scale-up. The Economic Empowerment Officer will play a critical role in providing capacity strengthening support to government institutions and staff, as well as developing documentation and learning products.
Responsibilities
- Provide strategic, technical, and operational leadership for the implementation, coordination, government capacity strengthening, and learning agenda of the Economic Empowerment Pathways pilot
- Work with relevant government institutions and sectoral partners/stakeholders to ensure alignment, coordination, and smooth implementation of pilot activities
- Engage with Changing Lives Transformation Fund and C4ED counterparts to ensure alignment with research and learning activities
- Provide capacity strengthening support to government institutions and staff at both the central and field levels
- Develop documentation and learning products, such as the Economic Empowerment Pathways manual
- Work with the Technical Working Group and Project Oversight Team to ensure alignment, coordination, and smooth implementation of pilot activities
- Support the development of a robust research and learning agenda to assess outcomes and implementation effectiveness

Requirements & Qualifications
- Bachelor's degree in a relevant field, such as economics, social sciences, or international development
- At least 5 years of experience in economic empowerment, social protection, or a related field
- Experience working with government institutions, sectoral partners, and stakeholders
- Strong technical, operational, and leadership skills
- Ability to work in a fast-paced environment and meet deadlines
- Strong communication and interpersonal skills
- Ability to work in a multicultural and diverse environment
- Fluency in English and Arabic is an asset
