Opportunity Overview
The Joint UNDP-WHO programme is seeking a consultant to develop and integrate climate-sensitive disease reporting and analytics on the national HMIS platform in Ghana. The consultant will support the capacity building of key health professionals to effectively use healthcare analytics for forecasting disease trends and managing illnesses. The programme aims to advance Ghana's digital health transformation by harnessing AI to build stronger institutions and promote equity. The consultant will work closely with the Ghana Health Service team and WHO HIS experts to execute the objectives listed above. The programme's overarching goal is to strengthen Ghana's health outcomes while mitigating risks to human security. The consultant will lead the design and development of a robust and sustainable platform that incorporates climate-sensitive infectious diseases data and predictive modeling features. The consultant will be expected to participate in meetings with the Ministry of Health and other stakeholders, as well as participate in periodic check-ins with the WHO HIS experts. The consultancy will have a total duration of 3 months, and the consultant will report directly to the WHO and the Deputy Director IME-PPMED GHS.
Responsibilities
- Lead the design and development of a robust and sustainable platform that incorporates climate-sensitive infectious diseases data and predictive modeling features
- Build on existing disease surveillance systems on the national HMIS platform by integrating climate and weather data to improve early warning and response for climate-sensitive infectious diseases
- Map disease risk and suitability using data on relevant climactic conditions and historical epidemiological data, and set thresholds to facilitate risk categorization and follow-up
- Develop predictive models and generate forecasts based on relationships between environmental factors and the corresponding likelihood of disease outbreaks in specific geographies
- Support and build capacities of national and regional managers to plan interventions and resource allocation around established seasonal patterns, forecasts, stratification methodologies, and early warning projections
- Train and support managers at national and regional levels to respond to localized early warnings with targeted interventions to maximize effectiveness
- Build capacities of managers to generate evidence to show the impact of climate change on disease burden, which can be used for national strategic policy and climate change adaptation plans

Requirements & Qualifications
- Master's Degree or higher in health informatics, or public health, and undergraduate training in Health Information/Health Informatics
- At least 10 years of experience in managing country Health Information Systems deployment and management on a DHIS2 platform
- Expert knowledge in DHIS2, with key strengths including public health, data management, technology design, development, and implementation
- Experienced in developing successful training plans and capacity building of senior and middle-level managers
- Skilled in designing, deploying, and managing national-level digital health solutions, leveraging a solid background in public health, computer science, and geo-information science
- Ability to translate technical requirements into business solutions with a successful record of building positive relationships with internal and external stakeholders
- DHIS2 level 1 and Level 2 skills and competencies acquired
- Excellent organizational skills, attention to detail, and ability to contribute to a team discussion
- Excellent writing and analytical skills
- Ability to work independently and respond to feedback in a timely and professional manner
- Proven professional integrity
- Good knowledge of English (read, write, speak)
