The World Health Organization is hiring an HR Business Officer. This role is part of the Department of Human Resources and Talent Management. The officer will work on HR management strategies and provide advisory services to support the work of WHO and its member states. The job involves tasks like workforce planning, talent management, and benefits administration. The ideal candidate has a degree in human resources management or a related field and at least five years of experience in HR management with international exposure. They should also have experience providing advice to senior management teams and working in emergency situations. The role is based on a fixed-term contract, and the salary includes an annual base salary and a variable post adjustment that reflects the cost of living in the duty station.
Responsibilities
- Develop and implement workforce plans that align with the objectives and goals of the assigned client group
- Provide expertise in job design and classification
- Facilitate the negotiation and implementation of special agreements as needed
- Lead on various HR-related actions and topics
- Collaborate with management to identify, attract, and retain talent within the client group
- Lead and support recruitment and selection processes for the client group
- Administer selection procedures for fixed-term and temporary staff
- Serve as an HR Representative on selection panels
- Advise on entitlements and benefits
- Support the client group in managing performance, career progression, and professional development of staff
- Establish and maintain close collaboration with the HR Business Partner of the client group
- Contribute to the preparation of HR analytics and workforce reports
- Support the development and enhancement of HR documentation and standard operating procedures

Requirements & Qualifications
- A first level university degree in human resources management, public or business administration, law, social sciences, or other related fields
- At least five years of progressive experience with international exposure in the professional field of human resources management
- Proven experience providing advice and guidance to senior management teams
- Proven experience working with emergency situations
- Knowledge of human resources management principles, policies, and best practices
- Knowledge of data management and statistics
- Knowledge of the latest IT-based recruitment systems
- Good skills in ERP systems
- Expert knowledge of English
