Opportunity Overview

The World Health Organization is hiring an International Consultant for its Partnerships & External Relations Team in Afghanistan. This consultancy aims to strengthen WHO Afghanistan's preparedness for reduced health financing from 2027 through strategic planning, resource prioritization, resource mobilization, and partnerships. The consultant will work on finalizing the Investment Case 2027-2028, developing funding scenarios and donor-facing products, expanding partnerships, and refining tools linking program priorities and resource gaps. The consultancy will start on September 1, 2026, and end on December 31, 2026. The consultant will be working in a context where Afghanistan's health sector is facing a major financing transition, with expected declines in funding from 2026. The consultant's work will be crucial in supporting WHO Afghanistan's preparedness for this transition. The role will involve working closely with the Partnerships & External Relations Team, as well as other stakeholders, to develop strategic plans, mobilize resources, and build partnerships. The ideal candidate will have an advanced university degree in a relevant field, such as International Relations, Public Policy, or Public Health, and at least 5 years of experience in resource mobilization, partnerships, and strategic planning. The consultant will be expected to have strong analytical and strategic planning skills, as well as experience in designing and implementing comprehensive resource mobilization and partnership strategies.

Responsibilities

Lead the coordination, drafting, consolidation, and finalization of the WHO Afghanistan Investment Case 2027-2028
Develop strategic funding narratives, investment priorities, and donor-facing materials associated with the Investment Case
Identify and map prospective non-traditional partners, including philanthropic organizations and private sector actors
Develop tailored engagement materials, investment narratives, and outreach products adapted to different target audiences
Refine and implement strategic planning and prioritization frameworks to support annual planning processes and resource allocation decisions
Update and refine the WHO Afghanistan Strategic Planning Matrix for 2027
Facilitate scenario-based planning exercises to identify priorities, resource requirements, and organizational adaptations
Develop recommendations and briefing materials for senior management on funding priorities and strategic planning considerations
Support the initial design of a sustainable and interoperable online planning document/platform
Provide strategic planning, partnership development, and resource mobilization support to cross-cutting priorities
Provide programmatic and resource mobilization support to RMNCAH, Nutrition, and the Health Cluster
Develop briefing notes, donor presentations, and partnership products for senior management engagement
Refine and strengthen strategic planning, resource prioritization, donor intelligence, and resource mobilization tools

Requirements & Qualifications

Advanced university degree in International Relations, Public Policy, Development Studies, Public Health, Political Science, Economics, Law, or Business Administration
5 to 10 years of relevant experience in resource mobilization, partnerships, external relations, strategic planning, and program coordination
Demonstrated experience in designing and implementing comprehensive resource mobilization and partnership strategies
Proven experience leading and coordinating complex, multi-stakeholder strategic planning processes
Strong strategic planning and analytical skills
Familiarity with WHO planning frameworks, investment case development processes, and resource mobilization systems (desirable)
Knowledge of WHO internal administrative, planning, budgeting, and reporting systems (desirable)
Experience supporting senior leadership engagement with donors, Member States, strategic partners, and governing bodies (desirable)
