Opportunity Overview

The World Health Organization is hiring a Monitoring, Evaluation, and Learning Expert to support the WHO-DFAT-NDOH Partnership in Papua New Guinea. This partnership aims to strengthen resilient health systems, improve population health outcomes, and enhance integrated service delivery for priority diseases. The expert will work under the overall supervision of the WHO Programme Management Officer and collaborate with WHO technical team leads, the NDOH Aid Coordination Unit Manager, and DFAT. The position is based at the WHO office in Papua New Guinea and may require travel within the National Capital District or provinces. The Monitoring, Evaluation, and Learning Expert will be responsible for supporting effective implementation, performance monitoring, reporting, and adaptive learning for the partnership. They will also provide targeted assistance to the NDOH to establish a practical development partner mapping and tracking mechanism. The expert will work on MEL planning and framework strengthening, learning and adaptive management, and supporting NDOH aid coordination. The partnership focuses on strengthening health systems, improving health outcomes, and enhancing service delivery, with cross-cutting priorities of gender equality, disability inclusion, climate change, sustainability, and innovation. The expert will be expected to integrate these considerations into their work, including MEL planning, indicator tracking, and reporting.

Responsibilities

Review the Partnership Proposal, MEL Framework, and governance Terms of Reference
Develop a detailed MEL Implementation Plan for the Partnership, including reviewing indicators, baselines, targets, and data sources
Ensure alignment with DFAT MEL standards and WHO GPW14 - RBM principles
Integrate gender, equity, disability, and climate change considerations across indicators and analysis
Prepare mid-year and annual progress reports for the partnership
Provide mentoring, learning, and hands-on support opportunities to WHO staff and counterparts on MEL tools, concepts, and reporting requirements
Support WHO, DFAT, and NDOH to use MEL findings to inform adaptive management decisions
Document lessons learned, emerging risks, and course corrections on the project outcome of the DFAT-WHO-NDOH partnership workplan
Organize field missions and monitoring visits for the Partnership team
Develop a partner Monitoring Framework and Dashboard - a centralized digital database to support effective partner coordination and performance tracking

Benefits

Monthly remuneration of PGK 10,000
Assignment duration of 12 months, with a six-month initial probation

Requirements & Qualifications

University degree in Programme Management, Monitoring and Evaluation, Public Health, Social Sciences, or a related field
A minimum of three years of work experience in MEL for complex health or development programmes, monitoring, evaluation, learning, programme management, reporting, or results-based management in health, development, or related sectors
Demonstrated experience with donor-funded programmes, preferably DFAT-funded
Strong organizational, coordination, and time management skills
Ability to monitor implementation progress and follow up on multiple actions simultaneously
Strong analytical and problem-solving skills with attention to detail
Ability to maintain organized documentation and evidence management systems
Ability to work collaboratively with government counterparts, WHO teams, and other stakeholders
Excellent knowledge of English (written and spoken)
Good command of Excel, Access, BI tool or similar data management and visualization tools
