Opportunity Overview
The World Health Organization (WHO) is hiring a consultant to develop a practical and operational Interoperability Framework for Health Information Exchange in the Eastern Mediterranean Region (EMR). This framework will be aligned with the regional strategy for fostering digital health in the EMR and will facilitate dialogue among stakeholders and partners to address health information exchange challenges. The consultant will work remotely from Cairo, Egypt, and may be required to travel. The consultant will develop a standardized model, checklist, and key indicators to guide and measure the implementation of interoperable health information systems. This will involve conducting a review of existing interoperability initiatives, analyzing globally recognized frameworks, and facilitating consultations with key stakeholders. The consultant will also develop a framework development report and high-level advocacy materials. The ideal candidate will have an advanced university degree in digital health, information technology, or a related field, as well as 5-10 years of experience in designing, implementing, and governing large-scale digital health systems. They will also have excellent communication and facilitation skills, with the ability to engage effectively with senior government officials and technical experts.
Responsibilities
- Develop the operational interoperability framework for the implementation of EM/RC69/R.6 and regional action plan for digital health
- Conduct a rapid review of existing interoperability initiatives within a sample of Member States in the region
- Analyze globally recognized interoperability frameworks and distill relevant principles for the regional context
- Facilitate and conduct virtual/in-person consultations with key regional and country-level stakeholders
- Draft the core Operational Interoperability Framework and ensure it is aligned with regional strategies
- Develop a framework development report and high-level advocacy materials

Requirements & Qualifications
- Advanced university degree (Master’s level or above) in digital health, information technology, or a related field
- 5-10 years of proven relevant hands-on experience in the design, implementation, and governance of large-scale digital health systems
- International experience is required for international consultants
- Technical expertise in global health data standards and health information architectures
- Strategic perspective and experience in developing national or regional digital health strategies
- Excellent communication and facilitation skills
- Prior working experience in the EMR or similar contexts is highly desirable
- Excellent ability to write and communicate in English, with Arabic literacy and knowledge of French being an advantage
