The International Organization for Migration is hiring a Programme Coordinator to work in Kenya. This role will be responsible for implementing, overseeing, and coordinating the organization's Migration Management programme portfolio. The ideal candidate will have experience in labour mobility, immigration and border governance, and migrant protection programming. The Programme Coordinator will work under the guidance of the Chief of Mission and direct supervision of the Head of Programme and Policy Development. The Programme Coordinator will oversee the implementation of country-specific policies and strategies related to migration management in Kenya. They will also ensure that all components of relevant projects, programmes, and activities operate in a coherent and mutually supportive manner. The role requires strong project implementation and management experience, including project monitoring and reporting. Responsibilities
- Oversee and coordinate the implementation of country-specific policies and strategies pertaining to labour mobility, immigration and border governance, and migrant protection in Kenya
- Ensure that all components of relevant projects, programmes, and activities operate in a coherent and mutually supportive manner
- Provide timely, accurate, standardized, and adequate information to all relevant stakeholders on relevant IOM interventions
- Ensure alignment of programmatic planning and response with Government of Kenya priorities, inter-agency common planning frameworks, and improved coordination in migration management efforts
- Recommend and ensure effective integration of cross-cutting issues, including gender, age, education, disability, environment, and protection in relevant programming
- Guide and supervise staff responsible for the implementation of relevant projects and programmes
- Identify new opportunities for the relevant portfolios and participate in the development of project proposals
- Ensure compliance with institutional and donor reporting procedures
- Liaise with donor representatives and periodically brief them on current and planned programmes
- Undertake duty travel relating to need assessments, project monitoring, liaison with counterparts, problem solving, and new project development

Requirements & Qualifications
- Master's degree in Social Sciences, International Relations, Development Studies, Law, or a related field from an accredited academic institution with at least five years of relevant professional experience
- Bachelor's degree in the above fields with seven years of relevant professional experience
- Professional experience in the fields of labour mobility, diaspora engagement, immigration and border governance, and migrant protection programming
- Experience working in the implementation and delivery of migration management-related projects in a variety of contexts
- Strong project implementation and management experience, including project monitoring and reporting
- Demonstrated experience in policy and strategy development
- Experience working in complex settings that require sound judgment and operational flexibility
- Previous work experience in East and Horn of Africa and the Intergovernmental Authority on Development (IGAD) region in a similar capacity, in particular with the UN, is a strong advantage
- Excellent written and verbal communication and negotiation skills
- Good knowledge of principles and practices of project management and monitoring and evaluation
- Proven resource management skills with familiarity with budget/financial administration
- Good knowledge of the broad range of migration-related subject areas dealt with by the Organization
- Strong ability to supervise interventions and coordinate administrative activities
- Delivers on set objectives with tight deadlines
- Effectively coordinates actions with implementing and other partners
- Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office and regional objectives
- Works effectively in high-pressure, rapidly changing environments
- Coordinates actions with all relevant actors and makes use of coordination structures
- Supports effective information sharing between internal units, external partners, and other IOM offices, and all other relevant actors
- Ability to think both creatively and strategically
- Good interpersonal communication and presentation skills
- Fluency in English is required (oral and written)
- Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage
