Triangle Génération Humanitaire is hiring a Country Director to work in Ukraine. The Country Director will be responsible for leading TGH's operations in Ukraine and managing a team of 26 staff members. The position is based in Dnipro, Ukraine, and the Country Director will be responsible for coordinating with local authorities, donors, and other stakeholders. TGH has been operating in Ukraine since 2016, providing humanitarian aid to vulnerable populations affected by the conflict. The Country Director will be responsible for defining and implementing the mission's strategy, managing programs and activities, and ensuring compliance with Ukrainian laws and regulations. The position requires strong leadership and management skills, as well as experience in humanitarian aid and development programming. The Country Director will also be responsible for fundraising, identifying new funding opportunities, and coordinating with the HQ-based Desk Manager. TGH is a French association for international solidarity that designs and implements emergency, rehabilitation, and development programs in several countries around the world. The organization is currently active in 11 countries in Africa, Europe, and Asia, and has been responding to the humanitarian needs in Ukraine since the beginning of the conflict.
Responsibilities
- Lead the overall planning, implementation, and management of program activities in Dnipro and Kharkiv areas
- Ensure good coordination with local authorities in operational and security terms
- Manage a team of 7 staff members, including the Program Coordinator, Kharkiv Deputy Field Coordinator, Head of Finance/HRA, Head of Grants, MEAL Manager, Log Manager, and Head of Safety and Security
- Ensure compliance with Ukrainian laws, procedures, and regulations applicable to INGOs working in the country
- Monitor and analyze the political, humanitarian, and socio-economic context in Ukraine
- Lead the SMT Meetings and ensure efficient internal coordination at mission level and with HQ
- Oversee the regular updates of TGH's security package and conduct security assessments on the field as required
- Define and/or update the general strategy of the mission related to context changes
- Implement and orient program activities to the strategy in cooperation with the Program Coordinator
- Ensure overall overview on the logistic and financial situation of the mission and budget-related issues of projects
- Follow up on the delivery of materials in conjunction with the logistics team
- Coordinate and/or conduct assessment and exploratory missions in cooperation with the Field Coordinators
- Ensure projects implementation and follow-up with the support of the Program Coordinator and in close collaboration with the Deputy Field Coordinator for Kharkiv
- Supervise the identification, implementation, and development of partnership agreements and follow up with local NGOs
- Lead the weekly coordination meetings at area level
- Ensure compliance with internal and donor procedures in the implementation, monitoring, and reporting of activities
- Guarantee adequate communication and coordination between technical coordination staff and country office programs
- Contribute to external and internal reporting based on TGH tools and donor reporting schedule
- Identify and actively pursue new funding opportunities in coordination with the HQ-based Desk Manager
- Plan and participate in the recruitment of expatriate staff
- Ensure the full respect of administrative, financial, and logistics procedures
- Organize, coordinate, and support the TGH national and international team on a daily basis
- Define the team's setup in coordination with the HQ-based Desk Manager
- Ensure performance management for staff under direct supervision according to internal guidelines
