The International Association for Relief and Development is hiring an Information Management Officer in Damascus, Syria, for a five-month contract with possible extension. This role supports the Shelter/NFI Sector's national and sub-national coordination architecture, managing data collection, analysis, and dissemination to provide timely and accurate information. The officer works closely with the Sector Co-Coordinator and UNHCR Sector Coordinator, serving the wider sector in a neutral capacity. The position is administratively managed by ONSUR, with functional accountability to Sector coordination leadership. The Information Management Officer focuses on strengthening evidence-based decision-making, strategic planning, partner reporting, knowledge management, and accountability. This involves developing and maintaining standardized data-collection and reporting tools, consolidating and analyzing datasets, and producing summary reports and visual products. The officer also contributes to needs assessments, response tracking, and gap analysis, supporting the harmonization of indicators and methodologies. The ideal candidate has a Bachelor's degree in Information Management, Data Science, Statistics, Computer Science, or a related field, with relevant postgraduate study or professional certification desirable. The candidate should have at least three years of humanitarian experience, with a focus on information management, data analysis, reporting, or GIS, and demonstrated experience managing response-monitoring systems and humanitarian information products.
Responsibilities
- Develop, maintain, and improve standardized Sector data-collection and reporting tools
- Liaise with Sector partners to ensure regular, complete, and timely submissions
- Consolidate, clean, validate, and document incoming datasets
- Maintain secure and well-structured Sector databases
- Contribute to the design and implementation of joint and Sector-specific needs assessments
- Compile, clean, and analyze assessment data, producing summary reports and visual products
- Maintain and update needs mapping, response tracking, and gap-analysis tools
- Support the harmonization of indicators, geographic references, and assessment methodologies
- Compile and issue monthly consolidated 4W products and support submission to OCHA
- Maintain an organized and current Sector documentation library
- Contribute to Humanitarian Programme Cycle products, including HNO analysis and HRP indicators
- Participate in Sector coordination meetings and provide information-management updates
- Liaise with OCHA Information Management, other Sector IMOs, and relevant humanitarian data platforms
- Respond to approved information requests from Sector leadership, partners, and humanitarian coordination bodies

Requirements & Qualifications
- Bachelor's degree in Information Management, Data Science, Statistics, Computer Science, or a related field
- Relevant postgraduate study or professional certification in data analytics, business intelligence, GIS, or humanitarian information management
- Minimum of three years of humanitarian experience with a focus on information management, data analysis, reporting, or GIS
- Demonstrated experience managing response-monitoring systems and humanitarian information products
- Advanced proficiency in Microsoft Excel and strong practical experience with Power BI or comparable data-visualization tools
- Experience with KoBoToolbox or similar mobile data-collection platforms
- Working knowledge of GIS tools such as QGIS or ArcGIS
- Familiarity with OCHA IM standards, 4W reporting, and Humanitarian Programme Cycle products
- Excellent verbal and written communication skills in Arabic, with professional proficiency in English highly desirable
- Strong analytical, communication, facilitation, time-management, and stakeholder-service skills
