SPARK is hiring a Monitoring, Evaluation and Learning (MEL) Advisor for a consultancy based at home with travel to Morocco and Tunisia. The contract runs approximately 60 to 75 working days during the programme inception phase, starting 01 September 2026 and ending around December 2026. Applications close 07 August 2026. The consultant will design and establish the MEL system for a programme focused on strengthening women's entrepreneurship in Morocco and Tunisia. SPARK selects and supports in-country implementing partners through tailored financial and non-financial support. These partners deliver co-designed interventions addressing barriers faced by women entrepreneurs, including climate-vulnerable and informal women business owners. The programme covers business management, financial literacy, digital tools, MHPSS, and soft skills training. At the societal level, partners run community sensitisation dialogues, positive narrative campaigns on women's economic participation, and structured networks for business linkages and safety. The work splits into two phases. First, the Advisor designs the programme-wide MEL system, including the MEL Framework, results measurement architecture, monitoring methodologies, baseline approach, learning agenda, and data quality assurance procedures. Second, the Advisor facilitates co-design and refinement of partner-level MEL systems with in-country partners through a participatory, capacity-strengthening approach. The goal is ensuring partner systems are context-specific, aligned with the framework, and enable partners to generate, analyse, and use evidence for learning and accountability. SPARK is an international NGO creating opportunities for young people in fragile and conflict-affected contexts through entrepreneurship development and higher education. The consultancy involves home-based work with travel to both countries, so expect a mix of remote collaboration and in-person workshops. French is widely used in business settings in both countries, alongside Arabic. The cost of living in Morocco and Tunisia is moderate compared to Western Europe, and both countries have well-developed transport links between major cities.

Responsibilities

Facilitate co-design and refinement of the programme's MEL system with in-country partners, ensuring local ownership, contextual relevance, accountability, and alignment with the Theory of Change and donor requirements
Develop the programme's MEL Framework, Results Measurement Framework, and monitoring tools in collaboration with partners, including indicators, data collection methodologies, and reporting systems capturing organisational strengthening, entrepreneurship support services, ecosystem development, and women's economic empowerment outcomes
Work alongside in-country partners to establish practical and participatory monitoring, reflection, and learning mechanisms, including continuous feedback loops, outcome harvesting, quarterly reflection sessions, peer exchanges, and the Women Advisory Group
Design practical systems for data collection, management, quality assurance, and reporting that strengthen partners' ability to generate, analyse, and use evidence for programme management, accountability, and donor reporting
Develop the programme's Learning Agenda and adaptive management approach, enabling SPARK and partners to regularly analyse evidence, reflect on progress, identify emerging challenges, and jointly adapt strategies
Support design and implementation of the baseline study and provide technical guidance for external evaluations, ensuring findings integrate into programme planning and continuous improvement
Strengthen MEL capacities of SPARK staff and in-country partners by developing practical guidance, tools, and coaching approaches enabling partners to own, implement, and sustain the MEL system beyond the inception phase
Support donor reporting and knowledge management by translating programme evidence into high-quality reports, learning products, and recommendations strengthening accountability, cross-country learning, and strategic decision-making
Support continuous strengthening of SPARK's partnership approach by contributing practical guidance on participatory monitoring, partner-owned MEL systems, adaptive management, and organisational learning across SPARK's programmes

Responsibilities - Act as a subject matter expert across enterprise finance systems, supporting Financial Management, Procurement, Banking & Settlement, Projects, Expenses, and Supplier Management - Partner with business stakeholders to gather and analyze requirements, develop conceptual and detailed solution designs, and configure systems to meet evolving business needs - Lead system configuration, testing, and deployment activities, supporting end-to-end delivery from design through go-live - Prepare detailed effort estimates, implementation plans, and testing strategies based on functional and technical requirements - Analyze, design, document, and validate system configurations supporting existing and new business processes, reporting, and data structures - Collaborate closely with finance leaders to understand business goals, identify gaps, and recommend system-driven improvements - Facilitate design reviews and solution walkthroughs with functional owners, subject matter experts, and end users - Present solution options with clear trade-offs, risks, and recommendations to support informed decision-making - Drive the delivery of system enhancements, new capabilities, and enterprise transformation initiatives - Participate in change management, user enablement, and post-go-live support activities Requirements & Qualifications - 5+ years of experience working with enterprise financial or ERP platforms, including solution design, configuration, implementation, and production support - Workday Financials experience is strongly preferred - Deep understanding of finance and planning domains, including core financial management, procure-to-pay, record-to-report, projects, expenses, and supplier management - Strong experience translating business and functional requirements into sustainable, scalable system solutions - Proven expertise across the full application development lifecycle, including design, testing, deployment, and support - Experience delivering large-scale ERP or enterprise cloud transformation initiatives - Excellent written and verbal communication skills; fluent in English - Mandarin is a plus but not required - Strong analytical, organizational, and problem-solving skills - Ability to work effectively across geographies, time zones, and cross-functional teams - Experience integrating ERP or finance platforms with third-party systems - Demonstrated ability to adapt quickly to change and manage competing priorities - Strong technical project leadership and stakeholder management skills - Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field, or equivalent practical experience Benefits - Competitive salary with performance-based bonuses, standard for Tencent's senior technical roles - Health insurance coverage for employees and dependents - Visa sponsorship and relocation support for international hires - Access to Tencent's internal training and career development programs - Opportunity to work on enterprise systems at global scale with one of the world's largest tech companies How to Apply 1.
