SPARK is hiring a Senior Compliance & Subgrants Advisor for a consultancy based at home, with travel to Morocco and Tunisia. Responsibilities

Advise on the programme's compliance, governance, and subgrant management approach, ensuring it is practical, risk-based, and aligned with donor requirements while reflecting operational realities in Morocco and Tunisia.
Support the development and enhancement of implementing partner selection, due diligence, organisational assessment, and compliance tools to assess institutional readiness, governance arrangements, fiduciary capacity, and risk management systems.
Support the implementing partner selection process by providing technical guidance on governance, financial management, procurement, internal controls, and organisational compliance.
Facilitate organisational compliance and fiduciary assessments, and support selected implementing partners in analysing findings and co-designing tailored Compliance Improvement Plans.
Support the co-design of practical compliance, financial management, and subgrant management procedures with selected partners, ensuring local ownership while maintaining alignment with donor requirements.
Develop practical guidance, templates, and quality assurance mechanisms for compliant implementation of partnership agreements, financial support mechanisms, procurement, financial reporting, and risk management.
Support the preparation of in-country programme kick-off clinics and deliver training and coaching to SPARK staff and implementing partners on compliance, subgrant management, fiduciary responsibilities, and good partnership practices.
Promote organisational learning and adaptive management by identifying lessons learned, documenting good practices, and supporting continuous refinement of compliance and partnership management approaches.
Work closely with the GESI, MEL, and Capacity Strengthening Advisors to ensure compliance, governance, and fiduciary management are fully integrated into the programme's implementation methodology.
Support the continuous strengthening of SPARK's partnership approach by contributing practical tools, guidance, and recommendations that enhance partner due diligence, compliance systems, risk management, and institutional capacity.
Provide any other relevant technical guidance required to strengthen implementing partners' institutional capacity, accountability, and long-term sustainability.

Requirements & Qualifications

Responsibilities - Act as a subject matter expert across enterprise finance systems, supporting Financial Management, Procurement, Banking & Settlement, Projects, Expenses, and Supplier Management - Partner with business stakeholders to gather and analyze requirements, develop conceptual and detailed solution designs, and configure systems to meet evolving business needs - Lead system configuration, testing, and deployment activities, supporting end-to-end delivery from design through go-live - Prepare detailed effort estimates, implementation plans, and testing strategies based on functional and technical requirements - Analyze, design, document, and validate system configurations supporting existing and new business processes, reporting, and data structures - Collaborate closely with finance leaders to understand business goals, identify gaps, and recommend system-driven improvements - Facilitate design reviews and solution walkthroughs with functional owners, subject matter experts, and end users - Present solution options with clear trade-offs, risks, and recommendations to support informed decision-making - Drive the delivery of system enhancements, new capabilities, and enterprise transformation initiatives - Participate in change management, user enablement, and post-go-live support activities Requirements & Qualifications - 5+ years of experience working with enterprise financial or ERP platforms, including solution design, configuration, implementation, and production support - Workday Financials experience is strongly preferred - Deep understanding of finance and planning domains, including core financial management, procure-to-pay, record-to-report, projects, expenses, and supplier management - Strong experience translating business and functional requirements into sustainable, scalable system solutions - Proven expertise across the full application development lifecycle, including design, testing, deployment, and support - Experience delivering large-scale ERP or enterprise cloud transformation initiatives - Excellent written and verbal communication skills; fluent in English - Mandarin is a plus but not required - Strong analytical, organizational, and problem-solving skills - Ability to work effectively across geographies, time zones, and cross-functional teams - Experience integrating ERP or finance platforms with third-party systems - Demonstrated ability to adapt quickly to change and manage competing priorities - Strong technical project leadership and stakeholder management skills - Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field, or equivalent practical experience Benefits - Competitive salary with performance-based bonuses, standard for Tencent's senior technical roles - Health insurance coverage for employees and dependents - Visa sponsorship and relocation support for international hires - Access to Tencent's internal training and career development programs - Opportunity to work on enterprise systems at global scale with one of the world's largest tech companies How to Apply 1.
