GOAL, the international humanitarian agency founded in 1977, is hiring a Senior Procurement Officer to be based in Idleb, Syria. The organization has responded to nearly every major humanitarian disaster over its four decades of operation, working in more than 60 countries and currently active in 18. In Syria, GOAL has operated since 2013, focusing on Food and Nutrition Security, WASH, Shelter, Livelihoods, and Emergency Response, with an emphasis on cash and voucher programs. The Syria mission employs over 500 staff and works directly with local Syrian NGO partners across Aleppo, Idleb, and Lattakia Governorates, with plans to expand further. The Senior Procurement Officer will manage high-value tenders, maintain framework agreements, and ensure every purchase complies with GOAL's Procurement Manual and donor regulations. This is a hands-on role that involves everything from preparing tender documents and analyzing supplier bids to conducting market surveys and training junior procurement staff. The position reports to the Procurement Manager and works closely with the Supply Chain Advisor to guarantee the best value for money on every purchase. Working in Idleb means operating in a challenging but critical humanitarian context. The city sits in northwest Syria, an area that has seen massive displacement and ongoing needs for food, water, shelter, and basic services. GOAL's programs there reach households directly, aiming to improve community resilience. This role sits at the heart of that effort, managing the flow of goods and services that keep GOAL's programs running.
Responsibilities
- Process assigned procurements in full compliance with the GOAL Logistics/Procurement Manual and donor requirements
- Manage end-to-end high-value tender processes, including ITT/EOI preparation, evaluation, award, and contracting
- Keep the FWA tracker, pre-qualified supplier tracker, and SharePoint folders current
- Coordinate six-monthly supplier performance reviews
- Prepare electronic and hardcopy procurement files for each PR, ensuring all paperwork is filed in original and scanned copies
- Update FWA Trackers on SharePoint with all relevant information
- Process assigned PRs according to the GOAL Procurement Manual and Procurement Chart procedures
- Analyze specifications for supplies, works, or services and source reliable suppliers who can meet them
- Conduct field visits and market surveys with the Procurement Manager and Supply Chain Advisor
- Coach procurement officers and assistants on GOAL procurement processes, monitoring their progress and providing ongoing training
- Ensure all suppliers have completed the ATSC (Anti-Terrorism Screening Checklist) and that it is up to date
- Prepare Request for Offers (RFO) or Invitation to Restricted Competition (IRC) to obtain quotations and bids
- Complete Bid Analysis and Tender/Procurement reports, obtaining necessary signatures from budget-holders and finance
- Arrange PCOMs/TCOMs in a timely manner
- Raise Purchase Orders and Contracts, following up on goods until delivery to the required location
- Ensure Goods Received Notes and Service/Works Receive Reports are prepared for all deliveries and attached to procurement files
- Review all POs and Contracts from procurement staff before sending them for signing
- Verify that all procurement and payment documents completed by officers and assistants are correct and compliant
- Maintain the GOAL Syria Registered Supplier List, updating it with regular reviews based on reliability, quality, price, terms, after-sales service, and warranty
- Assist the Procurement Manager in managing the procurement email and monitoring it closely
- Resolve payment issues with suppliers by coordinating with the finance department
- Complete all financial paperwork, obtain approval signatures, and ensure supplier payments are processed
- Raise PRFs, prepare reconciliation lists and checklists
- Track the status of all PRs in the Digital Order Tracking System (OTS) and ensure all procurement officers update it promptly
- Assist other departments with information about materials to be purchased and available specifications
- Follow up on pre-qualified supplier lists and update supplier information as needed
- Contribute procurement updates to the biweekly procurement report
- Contribute to yearly, grant-based procurement plans when required by the Procurement Manager and Supply Chain Advisor
- Assist with the process and day-to-day duties of the Procurement Department

Requirements & Qualifications
- Holds a university degree in engineering, economy, business administration, or a related field
- Previous experience in procurement, preferably within a humanitarian or development organization
- Strong knowledge of tender processes, framework agreements, and supplier management
- Familiarity with donor regulations and compliance requirements
- Excellent analytical skills for bid evaluation and market assessment
- Proficiency in Microsoft Office, particularly Excel and SharePoint
- Strong communication and training skills to coach junior procurement staff
- Ability to work under pressure in a challenging humanitarian environment
- Fluency in English; Arabic language skills are an advantage
- Experience working in Syria or similar contexts is preferred
